| The Enhanced Defense Financial Management Training Course is a five-day, intensive financial management review course taught in three modules. The course is provided by the Department of Defense and is licensed and copyrighted by the American Society of Military Comptrollers. | The training is provided for a variety of reasons. First, the departmental leadership is interested in improving the overall technical and managerial capabilities of the financial management work force. Secondly, the program is designed to broaden the perspective of each financial manager by introducing them to areas of expertise outside their daily responsibilities. Finally, the course assists in preparation for a stringent examination, the Certified Defense Financial Manager. However, the course is only partial preparation and you should undertake a considerable amount of additional study prior to registering for the CDFM examination. | |||||||||||||||||||||||||||||||||||||||||
While presented in an “overview” format, the material covered in this course varies in intensity from the intermediate level to the advanced level. There are no prerequisites established by the ASMC for this course, only your selection by the Department of Defense to attend. The course is delivered in a classroom setting with two instructors and a maximum of 32 students ("group-live"). On completion of the course you will be awarded up to 40 continuing professional educations hours, depending on your attendance. The ASMC is registered with the National Association of State Boards of Accountancy (NASBA) as a sponsor of continuing professional education on the National Registry of CPE sponsors (sponsor indentification number 106719). State boards of accountancy have final authority on the acceptance of individual courses for CPE credit. Defense Resource Management Environment

This core competency deals with the role, size, and impact of the DoD in the Federal Government, national security, and the strategic planning process. In addition, it deals with roles of the Defense Planning Guidance, National Military Strategy, the Quadrennial Defense Review, the Unified Command Plan, and the Commanders in Chief (CinCs) in the Defense resource management arena. |
Manpower Management |
This deals with what financial managers must know of personnel policies as they relate to resource management, manpower rules, regulations, laws, and development of manpower requirements. This section does not teach individual Service methods and policies for manpower administration, but rather overall DoD policy. |

Familiarization with applicable laws and regulations dealing with common personnel management challenges including merit principles, personnel evaluation and conflict resolution. |

Budgeting and Cost Analysis |
Planning, Programming, Budgeting and Execution (all org levels)

This portion of the course deals with the financial manager's knowledge of the DoD Planning, Programming, Budgeting and Execution Process (PPBE). This includes the process, terminology, and products; DoD budget formulation, review, defense, and execution; OMB circulars and implementation of DoD guidance; relationships among and use of appropriations and funds; states of funds execution, reimbursable and support agreements; and flow of funds. You must demonstrate knowledge of the programming cycle, and role of the Program Decision Memorandum (PDM) and the Program Budget Decision (PBD) in the process. Familiarity with the planning cycle and role of the Defense Planning Guidance (DPG) is a must. |
Cost and Economic Analysis |
This core competency deals with the financial manager's knowledge of mathematical and statistical methods; cost estimating techniques; benefit analysis including payback, return on investment, and present value system acquisition and life-cycle management policies, including analysis of hardware, software, and information; DoD cost guidance; concepts and principles of activity-Based Costing, Standard-Service Costing, and Service-Based Costing; and acquisition concepts, principles, and processes. |

This area of instruction deals with the financial manager's knowledge of concepts of business process reengineering, special authority to use receipts, Government Performance and Results Act of 1993, and directives and regulations related to the performance of commercial activities. |

This key instructional area deals with the financial manager's knowledge of laws pertaining to appropriations and their restrictions on purpose, time, and amount; applicable Comptroller General decisions; special purpose laws (credit reform, foreign assistance, arms export control acts); penalties and sanctions applicable under law; the Anti-Deficiency Act - as applied to appropriations limitations; allotment or project executions; and authorization and appropriation acts - including the inter-relationship and respective roles, reporting, and notification requirements. |

This section deals with the financial manager's knowledge of basic rules covering military and civilian pay, travel entitlements, contract pay, disbursing and debt management, communication techniques (customer relations), and internal controls in finance organizations. |
Accounting |
This section of the course deals with the financial manager's knowledge of various accounting topics including: cost accounting procedures; generally accepted accounting principles - including DoD Financial Management Regulations and fiscal law. Also addressed are financial statement analysis tools; accounting and finance practices and procedures for general funds, working capital funds and non-appropriated funds; the Chief Financial Officers Act of 1990; form and content guidance for preparation of financial statements; the Government Management Reform Act of 1994; the Federal Financial Management Improvement Act of 1996; and DoD accounting and finance reports at all levels |
Auditing |
This instructional area deals with the financial manager's knowledge of Comptroller General Standards (GAO Yellow Book), Federal Generally Accepted Accounting Principles, DoD policies and procedures, documentation requirements, reporting requirements, audit program development criteria, frequency review criteria and requirements, and constraints on services other than audits. |
